PUBLIC COMMENT
Members of the public may speak to agendized items; up to three minutes per speaker, to be determined by the presiding officer. If you wish to address the Council on any issue that is on this agenda, please complete a speaker
request card located on the table at the entrance to the Council Chambers, and deliver it to the City Clerk prior to
discussion of the item. You are not required to give your name on the speaker card in order to speak to the Council, but it is very helpful. Public comment may be addressed to the full City Council via email at City.Council@cityofpaloalto.org.
TIME ESTIMATES Time estimates are provided as part of the Council's effort to manage its time at Council meetings. Listed times
are estimates only and are subject to change at any time, including while the meeting is in progress. The Council
reserves the right to use more or less time on any item, to change the order of items and/or to continue items to another meeting. Particular items may be heard before or after the time estimated on the agenda. This may occur in order to best manage the time at a meeting or to adapt to the participation of the public. To ensure
participation in a particular item, we suggest arriving at the beginning of the meeting and remaining until the item
is called.
HEARINGS REQUIRED BY LAW
Applicants and/or appellants may have up to ten minutes at the outset of the public discussion to make their
remarks and up to three minutes for concluding remarks after other members of the public have spoken.

Interviews of Candidates for the Historic Resources Board, the Parks &
Recreation Commission, and the Planning & Transportation
Commission
On Monday, November 18, 2019, City Council selected the following applicants to
interview for the Historic Resources Board (HRB), the Parks & Recreation Commission
(PRC), and the Planning & Transportation Commission (PTC). The City Council will be
scheduled to vote to appoint candidates on Monday, December 16, 2019.
Architectural Review Board
The four ARB applicants to be interviewed are as follows: 10-minute interviews
1. David Bower (Incumbent) 5:00 P.M.
2. Valerie Driscoll 5:10 P.M.
3. Christian Pease 5:20 P.M.
4. Deborah Shepherd (Incumbent) 5:30 P.M.
There are three open positions (Bower, Corey, Shepherd) with three-year terms ending
December 15, 2022 on the Historic Resources Board.
Parks and Recreation Commission
The nine PRC applicants to be interviewed are as follows: 10-minute interviews
1. Amanda Brown 5:40 P.M.
2. Adrianne Chang 5:50 P.M.
3. Jeff LaMere (Incumbent) 8:30 P.M.
4. Ryan McCauley (Incumbent) 6:10 P.M.
5. Jackie Olson 6:20 P.M.
6. Keith Reckdahl (Incumbent) 6:30 P.M.
7. Mark Robinson 6:40 P.M.
8. Curtis Smolar 6:50 P.M.
9. Brent Kevin Yamashita 9:15 P.M.
There are four open positions (LaMere, McCauley, McDougall, Reckdahl) with three-year
terms ending December 15, 2022 on the Parks and Recreation Commission.
Planning and Transportation Commission
The eight PTC applicants to be interviewed are as follows: 15-minute interviews

There is one open position (Waldfogel) with a four-year term ending December 15,
2023 on the Planning and Transportation Commission. Although Matzke and Kan are
unable to attend the interview, they are still able to be considered for appointment to
the Commission.

redacted at the request of the applicant. A full set of non-redacted applications will be
provided to Council Members directly.
Background
2.27.010 Historic Resources Board
The Historic Resources Board shall be composed of seven members appointed by the
city council and serving without pay. Members shall have demonstrated interest in and
knowledge of history, architecture or historic preservation. One member shall be an
owner/occupant of a category 1 or 2 historic structure, or of a structure in a historic
district; three members shall be architects, landscape architects, building designers or
other design professionals and at least one member shall possess academic education
or practical experience in history or a related field.

2.25.010 Parks and Recreation Commission
There is created a Parks and Recreation Commission composed of seven members who
shall be appointed by and shall serve at the pleasure of the city council, but who shall
not be council members, officers or employees of the city of Palo Alto. Each member of
the commission shall have a demonstrated interest in parks, open space and recreation
matters. All members of the commission shall at all times be residents of Palo Alto.

2.20.010 Planning and Transportation Commission
There is created a Planning and Transportation Commission composed of seven
members who are not council members, officers or employees of the city, who are
residents of the city, and who shall be appointed by the city council.
