PROCEDURES FOR PUBLIC HEARINGS
Please be advised the normal order of public hearings of agenda items is as follows:

Applicant presentation – Ten (10) minutes limitation or at the discretion of the Board.
Public comment – Five (5) minutes limitation per speaker or limitation to three (3)
minutes depending on large number of speakers per item.

BOARD MEMBER BUSINESS AND ANNOUNCEMENTS.
Election of ARB Chair and Vice Chair
ORAL COMMUNICATIONS. Members of the public may speak to any item not on the
agenda with a limitation of three (3) minutes per speaker. Those who desire to speak must
complete a speaker request card available from the secretary of the Board. The Architectural
Review Board reserves the right to limit the oral communications period to 15 minutes.

APPROVAL OF MINUTES.
September 20, 2012
AGENDA CHANGES, ADDITIONS AND DELETIONS. The agenda may have additional
items added to it up until 72 hours prior to meeting time.
POSTPONED ITEM: 1845 El Camino Real [12PLN-00124]: Request by The Hayes Group, on
behalf of Yeh Jen Fu, for Preliminary Architectural Review of a new three-story mixed use
condominium building (2,663 sf commercial and one residential unit). Zone District: Neighborhood
Commercial (CN). Environmental Assessment: As a Preliminary Review, where no recommendation
is requested, the application is not a project and is not subject to the California Environmental Quality
Act (CEQA). This item was advertised but will not be heard. The applicant is requesting a
continuance to the October 18, 2012 meeting.
STUDY SESSION:
1. Preliminary Consideration of the City’s Building Height Limit: This is a preliminary
discussion intended to meet Council’s directive for ARB consideration of the City’s
limitation on building height, particularly the 50 foot limit of several zone districts and
as noted in Comprehensive Plan Program L-3: “Maintain and periodically review height
and density limits to discourage single uses that are inappropriate in size and scale to
surrounding uses.”

2. 4214-4220 El Camino Real [12PLN-00297]: Request by Matt O’Shea, of OTO
Development, on behalf of Schnell Brothers Properties for Architectural Review Board
review of a Sign Exception Permit to allow the total number of signs (3) to exceed the
maximum number of signs on a site and allow a blade sign to exceed the allowable area
of five square feet. Zone District: CS
3. San Francisquito Creek Joint Powers Authority Initial Flood Protection Project: Joint
meeting of the Architectural Review Board and the Planning and Transportation Commission
for a site tour of the San Francisquito Creek Joint Powers Authority’s (JPA) proposed flood
management project along San Francisquito Creek from Highway 101 to San Francisco Bay.
Board/Commission members will convene at 10:00 am at the Palo Alto City Council
Chambers; the tour is estimated to last until 12:00 noon.
