I am a volunteer Marriage Commissioner for the County of Santa Clara and have performed over 5,500 marriage ceremonies. Participated in the 2015 Delta Veterans Group Stand Down, a three day event for homeless veterans that provided meals, a place to sleep and shower, receive counseling, clothing and a sleeping bag, legal services, veterinary services, haircuts and support 1. What is it about the Public Art Commission that is compatible with your experience and of specific interest to you, and why? I have been involved in public art for over 25 years and it is a passion of mine. I believe public art is the soul of a city and great cities have great public art. The Public Art Master Plan that was recently adopted as well as the percent for public art by private development adopted four years ago provides valuable tools for public art in Palo Alto. The Master Plan provides guidance for public art for the next 5 to 10 years. The Master Plan also involves the community, a major component in public art. The percent for public art in private development is a strong partner to the municipal percent for public art and allows for a diverse, powerful and innovative public art collection. I am Non-resident Senior Fellow at the Chicago Council on Global Affairs and serve as an Advisory Board member for the World Economic Forum’s Future of Urban and Development Services. In all of these capacities, I work closely with city governments and city-focused non-profits around the world. I am a frequent contributor to numerous publications – including CityLab and Citiscope – that cover urban design, politics and culture. Previously, I was Senior Adviser for Global Cities at the U.S. Department of State, where I led external urban diplomacy engagement, including interacting with more than fifty mayors from around the world on global challenges in their cities. Additionally, I served as Deputy U.S. Negotiator for Habitat 3, acting as the lead day-to-day negotiator for the United States in advance of the United Nations every-twenty years urban conference. Prior to those roles, I served as a Member the Secretary of State’s Policy Planning Staff, advising two Secretaries of State on an array of policy issues, including cultural exchange and public diplomacy. EDUCATION: Ph.D. in international history from Harvard University; M.A. from Oxford University in Modern History and Literature. DocuSign Envelope ID: EA0E1BC5-C6D3-42CC-B3F3-05907D849342 Employment Present or Last Employer: C40 Cities/Chicago Council on Gloabl Affairs Occupation: Consultant Describe your involvement in community activities, volunteer and civic organizations: As a diplomat and policy advisor, I had the opportunity not only to engage community leaders and civic organizations around the world, but also to advocate for them. Whether the issue was equity, sustainability or security, the recognition of the importance of public space was a shared touchstone. In my role as Senior Adviser for Global Cities, I met with local artists, architects, and designers in cities from Cairo to Surabaya. In my role as Deputy United States Negotiator for Habitat 3, I was frequently the advocacy voice in negotiations for civil society and non -governmental participation in UN processes. Community engagement, advocacy and dialogue were fundamental components of the urban -focused diplomacy 1 lead. Until 2017, I also served as the Chair for Global Cities Working Group of the Secretary's Strategic Dialogue with Civil Society. In this role, I was the primary point of contact for civic organizations seeking to engage diplomats around urban issues, including public spaces and culture. I convened representatives from U.S. cities, universities, think tanks, the private sector, and civic organizations to work together to build inclusive and sustainable cities. 1. What is it about the Public Art Commission that is compatible with your experience and of specific interest to you, and why? In my role advising city networks, I am frequently exposed to best and innovative practices from around the world. The willingness of cities to share and exchange is among their greatest qualities and competitive advantages. I have convened and hosted numerous meetings between cities, civil society actors and artistic groups — in Quito, Ecuador and London, United Kingdom, both in 2016 for instance — with the goal of facilitating exchange between cities and between cities and architects and designers. Under the series "Diplomats and Designers Discuss," (including one with Future Cities Lab, the team behind "Murmur Wall"), I host quarterly conversation between foreign policy leaders and cultural leaders about how the two groups can work together to address challenges such as climate change and economic inequality. As became clear in so much of the work the State Department does, the U.S. represents itself in myriad ways stretching way beyond public diplomacy. Palo Alto may not be a New York or Chicago on the global stage but it's an iconic name in its own way, and how it approaches public art and culture matters: here, most importantly, but ideas travel. Robert Ian Klaus Public Art Commission Application 2 of 5 DocuSign Envelope ID: EA0E1BC5-C6D3-42CC-B3F3-05907D849342 2. Please describe an issue that recently came before the Commission that is of particular interest to you and describe why you are interested in it. If you have never been to a Commission meeting you can view an archived video from the Midpen Media Center: LINK The November 16, 2017 discussion and decision around the "Bike Boulevards Pilot Project" at intersection of Louis and Fielding perfectly captures the importance of such commissions. As the presentation made clear, the intersection pilot project had numerous goals, at once seeking to enhance public safety while also seeking to deliver public art that drew "inspiration from the unique character of the community, its history and diversity." The Commission's wide-ranging discussion demonstrated why public art is at once difficult and important. It covered everything from budgeting, community engagement and durability to public safety and design aesthetics. The specific project appeals because it is in tune with so many important trends in transportation - including the increased attention to cycle routes and pedestrians and more generally multi -modal movement — but also because its development took into consideration local institutions. Like many of the commissioners, I found appeal in both proposals. But so far as future projects and decisions are concerned, I found the deliberative process itself most relevant. Commissioners worked through design, safety, community, and cultural issues (pending some review) through open dialogue and with open minds. 3. If appointed, what specific goals would you like to see the Public Art Commission achieve, and why? How Would you suggestAccomplishing this? "There are a number of goals contained in the "Municipal Arts Plan" that would be exciting to help advance. While California experiences a housing crisis, it's also important to recognize that many of Palo Alto's architectural masterpieces were created with an eye to affordability and accessibility. In addition to current and new art, adding some of these classics to artistic maps — not unlike what Palm Springs does during Modernism Week — could enhance Palo Alto's artistic reputation while also serving as a reminder of the democratic goals of the art surrounding us. While such goals are more long term, I could immediately help advance the Plan's goals around partnerships and cooperation. Section A, "New Permanent Art and Temporary Projects," and Section C, "Partnerships and Financial," make clear the importance of partnerships and collaborations, including those with other cities, domestic and international. In my role as an adviser to cities networks, I am in constant contact with other cities, cultural institutions and civil society groups focused on public spaces and art. My ongoing work would provide opportunities to forge new relationships for Palo Alto and the Public Art Commission with counterparts and artists around the country and abroad, particularly with an eye to fostering mutual respect and encouraging democratic values. If you have never been to a Commission meeting you can view an archived video from the Midpen Media Center: LINK The recently presented issue of particular interest to me is the art in private development project associated with the Bowman School project — the proposal by Kamau Amu Patton is a well conceived program design that includes the participation of students. With my background creating a recognized model for teaching youth art in Art -Bytes, this aligns with my beliefs that community- driven, especially youth driven public art is a central axis of life-long learning which allows a public program to focus on building and sustaining a healthy diverse experience while providing a framework for proactively responding to a changing cultural landscape. By advancing the arts in combination with creative and comprehensive systems of problem - solving, the social epidemics that drain our country's resources can be minimized. Art heals by bringing clarity and understanding to a society. Most important to my belief is that art is effective in solving larger community problems, facilitating educational objectives, redefining relationships between various community sectors and creating new avenues for a "shared community vision." 3. If appointed, what specific goals would you like to see the Public Art Commission achieve, and why? How would you suggest accomplishing this? Having directed an international arts organization for over 14 years as well as being a licensed investment advisor has afforded me the experience and knowledge as expert in financial analysis and arts management. I would like to see the Public Art Commission achieve not only financial sustainability for the public art program but also to initiate greater economic development through this program. This can be accomplished in a variety of ways, all of which improve the quality of life for a community. A few selected avenues could include: 1. Recognizing cultural assets to enhance Cultural Tourism 2. Increased social media communication, ie a virtual tour of the City's art collection, etc. 3. Outreach and marketing community assets to attract local business engagement/investment emphasizing a multiplier effect. 4. Making connections between sectors, inside and outside the local community. What is it about the Public Art Commission that is compatible with your experience and of specific interest to you, and why? For me, public art reflects our society today. It brings with it touching who we are, what we are dealing with and what the community is interested in. Public art for me is a place where the viewers wants to go to see, the piece should be curious an interesting and the local community is proud to have it. These are works of art that can be simply beautiful visually, technically interesting, and intriguing to talk about. Public art should n be a meeting point for the public. That the public will have fun sitting next to watching for hours and every day enjoy the art piece as if it was their first time. My ambition in public art is to have sculptures that are just beautiful looking at, sculptures that convey messages, sculptures that tell a story and sculptures that the public will be inactive with, especially in the place where we live, Silicon Valley. I feel that the connection between art and technology, art and science is missing. My big dream is to create an icon of the Silicon Valley in Palo Alto . . . to build/ create a sculpture that is the symbol / Icon of Silicon Valley, in Palo Alto, and with the time it will be listed as one of the places that must come to visit. What is it about the Public Art Commission that is compatible with your experience and of specific interest to you, and why? We have been lucky to be a part of the Palo Alto community since we moved to 345 Sheridan Ave Apt 204 in 1996; since then we have also lived in a condo and now in midtown on Kipling Street. We have seen Palo Alto develop as it probably always has and will continue to, and we mourn the loss of certain small businesses and familiar faces (e.g. businesses on Calif Ave when it was lined by large shady trees, independent book stores, family -run bowling alleys) but also realize that change brings wonderful opportunities. However, the art (esp that I walk by often on Calif Ave) has been varied in its ability to promote the arts, engage imagination, and widen perspectives-- I will just say it: certain public installations have been ugly. With an architect father (Grad school of design, Harvard 1960's) mother as pianist/art educator, and sister who also practices architecture, I have been the only person in my family who gets confused by art. However, I also know my taste tends to be mainstream (e.g. Henry Moore, Serra, Rauschenberg, mural on side of wall near Palo Alto Sol, rotating poppies outside Sun Country market) and I hope to represent a portion of the community that enjoys learning about art, asking questions, and supports the arts while into account context, architecture/environment, budgets, and the appeal or challenge of art installations in the community.
