Additional Information Schedule of Meetings Schedule of Meetings Tentative Agenda Tentative Agenda Public Letters to Council 12-31-18 01-07-19 City of Palo Alto (ID # 9976) City Council Staff Report Report Type: Special Orders of the Day Meeting Date: 1/7/2019 City of Palo Alto Page 1 Summary Title: Adoption of a Resolution for CM Cory Wolbach Title: Resolution of the Council of the City of Palo Alto Expressing Appreciation for Outstanding Public Service to Cory Wolbach as Council Member From: City Manager Lead Department: City Clerk Attachments: • Attachment A: Resolution Expressing Appreciation for Outstanding Public Service to Cory Wolbach as Council Member Resolution EXPRESSING APPRECIATION FOR OUTSTANDING PUBLIC SERVICE TO CORY WOLBACH AS COUNCIL MEMBER WHEREAS, Cory Wolbach was raised in Palo Alto, attending Ohlone, JLS, and Gunn, and served as a Palo Alto City Council Member from January 2015 through December 2018; and WHEREAS, Cory was a consistent and articulate leader on issues of sustainable transportation, housing, climate change, and good government; and WHEREAS, during his time on the City Council, Cory chaired the Policy and Services Committee in 2017, and chaired the Rail Committee in 2018, and was a liaison to organizations such as the Friends of the Junior Museum and Zoo, Neighbors Abroad, the Palo Alto Housing Corporation, and the Palo Alto Transportation Management Association; and WHEREAS, Cory led the effort to pass Palo Alto’s first minimum wage law, and authored the colleague’s memo to protect personal data and establishing operating procedures for surveillance technologies; and WHEREAS, Cory worked diligently with community members and advocates to update regulations about Accessory Dwelling Units, enabling more multi-generational households, and Cory was instrumental in directing significant updates to Palo Alto’s residential zoning and renter protections; and WHEREAS, in 2016, Cory was a co-author of the memo declaring Palo Alto to be a diverse, supportive, inclusive and protective community, which was re-affirmed in 2018 when the City Council voted to become a CEDAW (Commission on the Elimination of all forms of Discrimination against Women) City. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto hereby commends the outstanding public service of Cory Wolbach, gratefully records both its appreciation, and the appreciation of the citizens and businesses of this community, for his meritorious service and commitment as a Palo Alto Council Member. INTRODUCED AND PASSED: January 7, 2019 ATTEST: APPROVED: ___________________ _________________ City Clerk Mayor APPROVED AS TO FORM: ___________________ _________________ City Manager City Attorney City of Palo Alto (ID # 9975) City Council Staff Report Report Type: Special Orders of the Day Meeting Date: 1/7/2019 City of Palo Alto Page 1 Summary Title: Adoption of a Resolution for CM Karen Holman Title: Resolution of the Council of the City of Palo Alto Expressing Appreciation for Outstanding Public Service to Karen Holman as Mayor and Council Member From: City Manager Lead Department: City Clerk Attachments: •Attachment A: CM Holman Resolution Resolution EXPRESSING APPRECIATION FOR OUTSTANDING PUBLIC SERVICE TO KAREN HOLMAN AS MAYOR AND COUNCIL MEMBER WHEREAS, after serving for nine years on the Planning and Transportation Commission including two terms as Chairperson, Karen Holman was first elected to the City Council in 2009, re-elected in 2014 receiving the highest number of votes, and served as Mayor in 2015; and WHEREAS, Karen Holman served as the City representative in numerous roles including on the Santa Clara Valley Water District Commission and Lower Peninsula Flood Control & Watershed Advisory Committee and provided regional leadership on issues facing the City; focusing on the City’s land use, advocating for local control, and on transit policies such as collaboration with other South Bay cities leaders for fair allocation of the VTA Measure B funds; and WHEREAS, because of her deep love for the City and the people of Palo Alto, Karen Holman worked tirelessly to manage changes in the City to be high quality, and designed to assure that new structures respected and enhanced their surrounding; and WHEREAS, Karen Holman was concerned that the needs of neighborhoods were balanced with the opportunities for businesses and therefore gave particular attention to the vital role that retail and local services play in a well-balanced community including as a leading force for ground floor retail protection; and WHEREAS, Karen Holman understood that health is a community issue and that has direct links to community and individual happiness, she was instrumental in successfully initiating and implementing Healthy City, Healthy Community as a Priority and as an on-going City focus; and WHEREAS, Karen Holman was a champion of addressing issues resulting from rapid growth such as traffic, parking and affordable housing through establishment of an annual office cap and as a consistent advocate for a diverse community highlighted in preservation efforts of Buena Vista Mobile Home Park; and WHEREAS, Karen Holman had an abiding interest in our community’s history and ensuring that historical structures and valued common history was preserved as part of a prosperous city, she initiated numerous preservation and conservation incentives to help ensure ongoing vitality of our cultural resources; and WHEREAS, Karen Holman gave special attention to the environment, emphasizing protection of Palo Alto’s canopy, successfully advocating for its inclusion as Living Infrastructure in the Comprehensive Plan, its parks and open spaces including the dedication of 7.7 acres at Foothills Park, its sustainable water supplies and the impact of its waste disposal as a leading advocate for Zero Waste, and successfully initiating the Anti-Idling Ordinance; and WHEREAS, Karen Holman took an informed, active part in all Council discussions while encouraging citizen participation and embraced citizen input by going into the community to engage directly with citizens including as a leader of the neighborhood Town Hall initiative; and WHEREAS, Karen Holman led by example what it means to be a dedicated and principled leader, inspiring many residents to become more engaged with their local government by serving on boards and commissions and in elected positions and has mentored them to do so; and WHEREAS, Karen Holman modeled decorum and respect for her colleagues, Council Procedures & Protocols, City institutions and the public; and WHEREAS, after 18 years of service to the City, Karen will now serve the Midpeninsula Regional Open Space District Board with the same intelligence, commitment and heart. NOW, THEREFORE BE IT RESOLVED that the Council of the City of Palo Alto hereby gratefully records its sincere thanks and appreciation to Karen Holman for meritorious service rendered and contributions made during her many years of public service to the Palo Alto community. Scharff as Council Member Resolution EXPRESSING APPRECIATION FOR OUTSTANDING PUBLIC SERVICE TO H. GREGORY SCHARFF AS MAYOR AND COUNCIL MEMBER WHEREAS, Greg Scharff was first elected to the City Council in 2009 and has served as Vice Mayor in 2012 and 2016, and as Mayor in 2013 and 2017; and WHEREAS, throughout his time on the City Council, Greg served on all Council Committees and was Chair on many of them; and WHEREAS, Greg has also played a major role on many important regional boards and committees including the Northern California Power Agency (NCPA), the San Francisco Bay Conservation and Development Commission (BCDC), the San Francisquito Creek Joint Powers Authority (SFJPA), and the Citizens Advisory Committee to the Caltrain Joint Powers Board; and WHEREAS, Greg’s leadership has been essential not only to the City of Palo Alto, but to the entire region, where he also served as President of the Cities Association of Santa Clara County and was recently elected Vice Chair of the prestigious Association of Bay Area Governments (ABAG); and WHEREAS, as a champion for a transit-rich environment, Greg was involved in the creation of the Infrastructure Blue Ribbon Commission (IBRC) which led to the development of today’s transportation programs, he supported increased investment in the City’s street maintenance program, he leant his vison to the creation of the Transportation Element of the Comprehensive Plan as well as the Bicycle and Pedestrian Plan, contributed to the approval of the Highway 101 Bike/Pedestrian Bridge project, supported the continued funding of the Transportation Management Association (TMA), assisted with the successful expansion of the Residential Parking Permit Program (RPP), and pushed for the reinstatement of the Rail Committee; and WHEREAS, Greg has been a proponent for the advancement of Palo Alto’s environmental sustainability through the creation of the Sustainability and Climate Action Plan (S/CAP), renewable energy and zero waste plans as well as the efforts to reduce greenhouse gas emissions, which resulted in moving Palo Alto to a 100 percent carbon neutral electric utility, and during his service as Mayor, the City of Palo Alto was also recognized in front of hundreds of elected leaders from throughout California at this year’s League of California Cities Annual Conference as the first city to achieve a Platinum Level Beacon Award for its efforts and leadership in addressing climate change; and WHEREAS, Greg made important decisions regarding housing in Palo Alto, including facilitating an agreement between the Santa Clara County Housing Authority (SCCHA) and the owners of the Buena Vista Mobile Park to keep the park open, which has allowed over 400 low-income residents to remain in their homes, and the adoption of the new Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) regulations; and WHEREAS, Greg is a tireless advocate for infrastructure development funding, as demonstrated by his support for an increase in the Transient Occupancy Tax (TOT), which will allow the development of a world class Public Safety Building. He also shepherded the approval of two new mixed-use developments at 3001 and 3877 El Camino Real, which will provide the community with housing and incorporate new ground floor retail at both locations; and WHEREAS, Greg continued to foster Palo Alto’s important relationships with its Sister Cities. He traveled to Tsuchiura, Japan to run the local marathon and work with the City of Heidelberg, Germany on strengthening of our Smart City Partnership Agreement and the designation of Heidelberg as our seventh Sister City; and WHEREAS, during his tenure as Mayor, Greg successfully led the City of Palo Alto during a landmark year that included many important accomplishments such as the completion and approval of the Parks and Recreation Master Plan and the City’s Comprehensive Plan, which shapes the vision of the City’s future for many years to come; and WHEREAS, under Greg’s leadership, the City of Palo had the honor of receiving Santa Clara County’s top public health award, the Healthy City, Healthy Community Best Overall Award, which recognized the City for reducing secondhand smoke, its Safe Routes to School Program, and its work in creating healthier food and beverage environments; the City also received the Age Friendly City Award by the World Health Organization; and WHEREAS, as Mayor, Greg chaired efficient and productive meetings, allowing everyone an equal opportunity to participate while encouraging timely action, and his service on the Council exemplified his integrity, passion and commitment toward the betterment of this community. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto hereby commends Greg’s outstanding public service and gratefully records both its appreciation, and the appreciation of the citizens and businesses of this community, for his meritorious service and commitment as a Palo Alto City Council Member and Mayor. INTRODUCED AND PASSED: JANUARY 7, 2019 ATTEST: APPROVED: ________________________ _____________________ City Clerk Mayor APPROVED AS TO FORM: ________________________ _____________________ City Manager City Attorney City of Palo Alto (ID # 9977) City Council Staff Report Report Type: Special Orders of the Day Meeting Date: 1/7/2019 City of Palo Alto Page 1 Summary Title: Adoption of a Resolution for Mayor Liz Kniss Title: Resolution of the Council of the City of Palo Alto Expressing Appreciation for Outstanding Public Service to Liz Kniss as Mayor From: City Manager Lead Department: City Clerk Attachments: • Attachment A: Resolution Expressing Appreciation for Outstanding Public Service to Liz Kniss as Mayor Resolution EXPRESSING APPRECIATION FOR OUTSTANDING PUBLIC SERVICE TO LIZ KNISS AS 2018 MAYOR WHEREAS, Liz Kniss was first elected to the City Council in 2012 and served as Vice Mayor in 2014 and in 2017, and as Mayor in 2018; and WHEREAS, Mayor Kniss, along with two colleagues, proposed a Comprehensive Housing Plan to support the 2018 Comprehensive Plan Housing goal of 300 housing units per year; and WHEREAS, Liz has been an advocate for affordable housing, leading the way to secure approvals for the Wilton Court project, which will have approximately 60 units; and WHEREAS, Mayor Kniss has been a strong proponent of the Healthy Cities/Healthy Communities program and, along with serving on the Board of the Santa Clara Family Healthy Plan Committee, her support resulted in the City of Palo Alto receiving Santa Clara County’s Healthy City, Healthy Community Best Overall Award and the World Health Organization’s Age Friendly City Award; and WHEREAS, under Liz’s leadership, the City approved the much-anticipated Highway 101 Bike/Pedestrian Bridge Project after many years of planning, and held a groundbreaking ceremony at the site along with many local and regional transportation officials; and WHEREAS, during her time as Mayor, the City approved two major infrastructure projects including the Public Safety building and the California Avenue Garage and secured funding for the Infrastructure Plan through the passage of Measure E; and WHEREAS, Liz worked tirelessly to ensure the best quality of life for Palo Alto residents and, under her guidance, the City significantly expanded its aquatics services through a public-private partnership with Team Sheeper, solidified a bright future for the Palo Alto Animal Shelter by facilitating a contract with Pets in Need, and coordinated the opening of the new and improved Baylands Golf Links; and WHEREAS, Mayor Kniss advocated for refinements to the Downtown Residential Preferential Parking (RPP) Program, which provides special on-street parking privileges for residents; and WHEREAS, Liz continued to foster the City’s relationships with its sister cities by visiting Oaxaca, Mexico to celebrate the 25th Anniversary of the Albergue Infantil Josefino Orphanage, and Yangpu District, Shanghai, China, which resulted in its establishment as Palo Alto’s newest Sister City, signaling a new partnership focused on innovation, shared learning and best practices; and WHEREAS, under Liz’s guidance, the City hired a new City Manager Ed Shikada who has been serving as the Assistant City Manager and Utilities General Manager since 2015, and helped ensure continued strong leadership and a smooth transition; and WHEREAS, along with the rest of the City Council and City employees, Liz recognized ten years of outstanding leadership and contributions made by the outgoing City Manager James Keene, who provided vision and left a lasting legacy for the City of Palo Alto and the surrounding communities; and WHEREAS, Liz’s leadership has been essential not only to Palo Alto but to the entire region, where she has served as President of Bay Area Air Quality Management District, a member of the VTA Policy Advisory Committee, and as a Group 2 Representative to the VTA Board. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Palo Alto hereby commends the outstanding public service as Mayor for 2018 to Liz Kniss, and gratefully records both its appreciation, and the appreciation of the citizens and businesses of this community, for her service and commitment as the 2018 Palo Alto Mayor.
