HONORING DAVE PINE
WHEREAS, Dave Pine has served on the San Francisquito Creek Joint Powers Authority (SFCJPA) Board
of Directors since 2012; and
WHEREAS, Dave Pine’s leadership was instrumental in incorporating sea level rise into the levee design of
the SFCJPA Reach 1 project, setting a standard for future regional projects; and
WHEREAS, Dave Pine was instrumental to the success of the Reach 1 Project through his advocacy with
permitting agencies and convening all parties to negotiate a complex, multi-party funding agreement; and
WHEREAS, Dave Pine’s leadership ensured the development and adoption of agreements among key project
partners, including PG&E, and the East Palo Alto Sanitary District, to ensure the Reach 1 project proceeded
smoothly; and
WHEREAS, Dave Pine brought to bear his San Mateo County leadership to provide financial support from
the County’s Flood Control District; and
WHEREAS, Dave Pine worked to develop the successor agency to the long-standing San Mateo County
Flood Control District, the San Mateo County Flood and Sea Level Rise Resiliency District, known as
OneShoreline, including ensuring all 20 San Mateo County cities contributed to the new agency’s successful
launch; and
WHEREAS, Dave Pine was influential in the success of Measure AA, which created the San Francisco Bay
Restoration to allocate Measure AA funds to address various sea level rise impacts, protect communities, and
restore critical habitats around the bay; and
WHEREAS, Dave Pine’s early support for Community Choice Aggregation has empowered many
communities around the state to reduce their climate-changing emissions through clean energy procurement.
NOW, THEREFORE I, Greer Stone, Mayor of the City of Palo Alto, do hereby commend Dave Pine for his
distinguished and dedicated service to the San Francisquito Creek Joint Powers Authority, the San Francisco Bay
Area and the State of California.
